What are your thoughts on who might get patch revisions and which future LLs will get their DLCs?

Races that need DLC-level ground-up reworks AND have the units for DLCs:

Norsca

Vampires

Lizardmen

Maybe High Elves

Races that need/should get DLCs due to missing main units
Tomb Kings

Beastmen

Cathay (2 or 3)

Empire (preferably 2 more)

Dwarfs

Skaven (preferably 2)

Slaanesh

Nurgle

Khorne (1 more after this one)

Greenskins (1 more after this one)

Kislev

Races that could survive with minor reworks and FLCs:

Dark Elves

Bretonnia (Mallobaude Drycha-style without a DLC?)

Wood Elves

Vampire Coast (if Aranessa gets a roster from DoW)

WoC (Assuming that all the monsters are added via Monogods)

Ogres (Ghark some time later after this one)

Tzeentch (As long as we get Egrimm, I'll be happy(but could also get a DLC))

My guess is as far as reworks, is that we get faction reworks over race reworks. 

The LM seem like prime candidates, they are only missing 2 characters and a rework to the Geomantic Web, Tetto'eko as a FLC LL with Chakax FLC LH and said rework would be perfect to finish them.

Okey they did talk about norsca and vampire counts

so possible they get a dlc on top of that

vampire coast, lizardman, dark elves i see easily with a free rework

Slaanesh needs a DLC. 

Cathay and Kislev will get more DLC. 

Vampire Counts, Norsca, and Tomb Kings need a rework and both have the remaining units/lords/heroes to warrant DLC's. 

Empire still has another DLC left in it. 

Skaven and High Elves both can squeeze out another DLC if needed. 

Dark Elves and Chaos Dwarfs could get another DLC if CA really wanted to. 

I don't see any other races getting a DLC besides these. 

It would be nice to have a bits and pieces DLC that focuses on all the races to give them missing content at the end. 

Every Race will get at least 1 DLC in WH3!

The idea that Lizardmen can be fixed by a mere FLC patch is absurd

Why can't they?  They're not missing any units and are only missing 2 special characters.  And CA suggested that they might do ToD-style Race reworks between patches now.

Absoluty not get me wrong wouldn't  say no to a lizardman dlc + rework 

Just feel other races need new units more and just yeah if they make major reworks  now without  dlc not see why lizardman  can't  be fixed in these

They said "reworks that you might expect to come with a .0 patch", which is a big difference from ToD-style reworks. That could mean anything from the mere Changing of the Ways swap back in SoC up to the Dwarfs of ToD. Lizardmen need at minimum the level of the Dwarfs, probably more. And I remain unconvinced that such an extensive rework can happen without the dedicated focus resources of a DLC. And to be fair, Lizardmen can still produce from 6th edition and other secondary sources, which both Norsca and the Vampires would largely do as well. 

I reckon that Cathay will get 3 LP in total.

They're the Empire of Warhammer III so to speak and GW probably wants to significantly expand their lore.

2 Dragons + the Monkey King are still missing.

I really hope every races will get something.

It would be way cooler to have a real DLC, but their roster is already great.

They are in dire need of an upgrade in terms of campaign mechanics.

I think this is a pretty reason list

All Core Races should get a DLC including DE, HE, Skaven and LM. For DLC races I hope that TK and Norsca will get a DLC. For the BM, WE and the Coast I hope for at least a FLC LL.  The Coast would be fine with Captain Drekkla as a LH tho.
