Kemmler is an artifact hunter. That's his whole driving story arc. He doesn't want to be a Vampire. He wants power via Necromancer and Artifacts. So let him make artifacts (like Tomb Kings / Dwarves make items or Mother O makes curses / Nurgle makes plagues ) and search for artifacts (like items quests or Norcra monster hunts) and get artifacts via his skill tree (like Elspeth).
Well, I totally agree. Kemmler, as well as Ghorst and some potential other necromancers should be their own "undead" faction, with no access (or rather limited) access to vampires.
Kemmler could be even better with his own units from the White Dwarf, and Krell as a true LH.
While the other Vampires should get their own blood line, each with their own gameplay (even if the basic gameplay will stay the same).
Better delette Heinrich Kemmler directly and put him in WoC or Norsca because he is just a chaos worshipper, not a true necromancer of Nehekara, not a vampire, and not a servant of Nagash.
I will never understand someone liking Heinrich Kemmler, he is the opposite of the true meaning of Death side. Death is opposed to Chaos by nature.
Artifact hunting should be given just to Dieter Helsnicht, the Nameless, Zacharias, Wallach, Manfred or even to Neferata.
There should be a separate Race for Necromancers. Will Kemmler, Ghorst, Helsnicht and Drachenfels.

The fact that he serves Chaos doesn't change the fact that his armies are made up entirely of Undead. Therefor, he belongs in an Undead Race, regardless of his allegiances.

I agree, but the point is that Henry is in the 8th edition of Vampires, but at the same time, he needs his own lore-related mechanics. He essentially doesn't need vampires since he's essentially justified his necromancer power and needs to have lore-related mechanics. The same can be said for Helman, even though he's Mannfred's apprentice he should also have his mechanics related to the plague, the resurrection of his brothers and related to zombies. He doesn't really need vampires, just necromancers and their corpse trucks, because that's all he needs.

Total War Warhammer makes it seem vampires would willingly serve a necromancer who are much weaker. Kemmler also needs an improvement to chaos relations right now the aversion is still too high.
