Markus Wulfhart used to play special voicelines when you opened the character details or skill tree panel of one of your generals, similar to the dark elves and skaven (where your faction leader has voice lines depending on your generals loyalty when opening their character details)

For skaven and dark elves the voicelines still play when opening the skill tree in WH3, Markus Wulfhart however lost his special lines during the transition to WH3
