This has been my experience from as early as Warhammer 1 and I exploit it mercilessly. This is regardless of mods and a major flaw in AI recruitment.


When I don't want the AI to recruit any units or a lord from a particular settlement and when I am able, I will besiege that settlement, even with just a single lord and no other units, because I know that over the end turn phase, when the AI's garrison sallies forth and attacks my besieiging army, it will not recruit a lord after my army retreats.


Therefore I can indefinitely repeat this process to stall the AI across an infinite amount of turns - so long as my army is not significantly threatened or defeated by another force.


Conversely, if the AI attacks besieges my settlement and my garrison sallies forth and the AI retreats, I can recruit a lord, regiments of renown, warband recruitment, raise dead, allied recruit, global recruit and the rest of it. The AI cannot and has not ever been able to do this - as far as I can tell.
