Whenever you rush a cycle, the next cycle costs 1 more turn than it should

in my screenshots, at gallows tree, base cycle takes 4 turns. I have -1 turn from tech, -1 turn from timber building, -1 turn from plague, so it should take 1 turn per cycle. But whenever i rush, i have to pay for 2 turns
