After winning the first battle in prologue, the tutorial asks me to recruit a unit. However, after opening the recruit panel I cannot click anything.
The game seems still to be running but wont respond to any input from my mouse or keyboard.

I'm going through the same problem. I've verified the game, and still got the bug at the same part. Uninstalled and reinstalled the game. Got the same bug. I've restarted the campaign and keep running into the same problem.

Same things is happening for me. Tried relaunching multiple times, waiting for all dialogue to complete, different keys to progress the prompts, and different graphics settings. Nothing seems to progress it.

Step by step of the bug

Complete Beacon battle in prologue.
Step 2
Select Yuri
Step 3
Progress prompts until it says "After this tour..."
Step 4
Click check mark/hit escape, game is basically stuck and no clicks/further input can do anything

Turning the tutorial off at the start of the prologue fixed it for me.
