I started a campaign with Malakai, and you start with Gotrek and Felix as legendary heroes in your army. However, many turns later, They appeared in the map like with any other faction, so there are two packs of Gotrek and Felix. Is that supposed to work like that?

Cant say for sure, but it doesn't make much sense, since like for example Ulrika, its a hero dependent on player faction only quest lines.
