Step by step of the bug
Step 1
Go into any battle with at least 1 unit that has an ability that targets a friendly unit
Step 2
To avoid confusion, we will use Pistoliers with Restock as the first unit and archers as the target
Step 3
select the pistoliers
Step 4
use shift+1 to select the restock ability
Step 5
in quick succession to step 4 click the archers as the target for restock
Step 6
you now should have the archer unit in your selection but not have used restock on them
Step 7
click the pistoliers again
Step 8
click the archers again
Step 9
now the archers should have been targetet by restock

If i use a Hotkey (like shift+1) to use a targeted ability (like restock on Pistoliers) and subsequently click a target unit quite often puts the targetet unit into my selection instead of targeting the ability on the unit.
The original unit will then still be in the mode of targeting the ability, so afterwards, if i click on the unit i wanted to use the ability with it behaves as if i had just clicked the targeted ability.
