Step by step of the bug
Step 1
Select Byblos as your faction
Step 2
Play a few turns to unlock the Local Deities tab
Step 3
Go to "Local Deities" (Shift + 1)
Step 4
Click the "Religious Buildings" button in the bottom right of the deity's portrait
Step 5
Notice the number of temples constructed

Playing as Byblos and have chosen Asherah as a local deity. Gubla, the capital of Tzor province, is my starting settlement and already had a temple of Asherah constructed from turn 1. However, when I check the "Religious Buildings" tab in the "Local Deities" tab it doesn't seem to be counting this temple towards the temple count.
