There are multiple major and minor settlement maps where one of the capture points is an arrow tower/main tower, but the tower is not active and does not fire arrows.

I've tried to go through all the settlement maps that have a special tower as one of the capture points.

For the major settlements these are the maps with main towers that do not fire arrows:

1. In the Middle of Nowhere

2. River-Shorn

3. Walls of Stone and Water

I only found one minor settlement map with a main tower that does not fire arrows:

1. Running Up That Hill
