You think they went to all the trouble to model and animate basically Vandred's exact model, for Vandred to not be in the game?

It's obvious the same thing that happened with Scyla happened here.  "We made all these crazy animations for this LH.  What else can we do with them?  Oh, lets reuse them for a unit!"

1. We do have another visual of Styrkaar, courtesy of the Liber Chaotica (same place we got the Bloodbeast from)

2. We should have all the Lieutenants and Vandred should be Archaon's Slaanesh representative. Styrkaar would do well to fill a 4th LL spot for Slaanesh.

3. Sadly Gilberion is Oldhammer and Nastasya, being Citadel Journal, isn't even canon. And Nastasya would be a LL absolutely if she ever came. Slaanesh-Kislev hybrid, man what a dream.

Nastasya would be way more interesting as a LL. The LH slot is between Gilberion and Vandred for me, likely the latter to keep the snake theme of the DLC.

My own ultimate Slaanesh scenario:

Only one real breach of the canon lore, i.e. Nastasya herself.

Every single candidate we have for Slaanesh LH is a lore blurb. 

You're looking for logic from CA? They made Sigvald Undivided, and Azazel a Warrior of Chaos.

The new Slaanesh LH is obviously going to be Nagash.

Gilberion fits well, interesting look, an elf backstory so fits with Dechala (and potential other units in the DLC if they go down the Chaos Elf route). A legendary Hero doesn't need pages of lore, a lore blurb is fine. 

I knew nothing about Nastaya until she was raised in this forum, but she would be an interesting choice as an antagonist to Kislev. It fits the Tudor Henry VIII / Elizabeth I vibe (which may only exist in my head) that Boris and Katarin give off by having a female rival in the north (a combination of the two Mary's).

Vandred was turned into a unit. They can’t have the exact same look for a LH and a unit.

No, but having access to like Kossars and stuff (you know how Slaanesh missing ranged and all), some sort of mechanic trying to legitimize her rule of Kislev, humanoid pure caster. You can look at the Legendary Characters mod for inspiration:
