I can sadly only vote for 1 Race. 

My hopes and expectations are Slaanesh x HE x DE but it wouldn't surprise me if its Cathay or even Bretonnia as the third race. 

If you mean in the Slaanesh DLC:  High Elves

If you mean in the DLC AFTER the Slaanesh DLC:  Dogs of War

this is suppposed to be the Slaanesh DLC, sorry for any confusion

It is of course possible but I strongly doubt that CA will have 2 chaos races in 1 DLC. That is simply not how these DLCs are designed. The formula is 1 Chaos vs 2 not chaos races. 

Its much better to safe Norsca as the Bad Chaos Race for another DLC after the DoW. 

Want: Slannesh; Skaven; Yin Yin

Expect: Slannesh; HE; Norsca

Because Slaanesh mainly cares about Elven Souls.

Because HE suffer a lot from Slaaneshs Seduction.

Because Slaanesh Cults are a major issue on Ulthuan. 

Because HE are one of the most excessive and emotional species in the WH world. 

Because Dechala herself is a former Elf Princess with a personal vendetta against High Elves and Ulthuan. 

Dechala vs a HE LL is as thematic as Tamurkhan agsinst Elspeth. or like Skaven vs LM or Dwarfs vs GS. 

I also think trying to guess what races (and characters) we get, depends on if CA decide to try and have them connected at all. While that was one of the complaints of OoD I saw, there's no guarantee that CA want them to have connections. We could get 3 characters (or races) with no interactions at all (though I don't think that's something very popular with the community)

Thats why I expect both of them. The thing is that HE have a much more obvious DLC left content wise. 

I still think Slaanesh  /High Elves (Aislinn) / Cathay (Monkey King) as having a good chance of coming and having my preference. Instead of Cathay, Norsca or Dark Elves seem possible.

High Elves. Always High Elves. Every DLC should contain High Elves.

I want to see the Asur led by either the Blessed of Asuryan or the Chosen of Asuryan. Ideally, I want to see both, one as LL, and other as LH.

That being said, I do not really care all that much if they appear in the upcoming DLC.

I voted Bretonia more because I want them to be updated and less that I expect it.
Their roster is too limited and they dearly need another lord and 1-2 hero options as well as a mechanic overhaul.

I really want norsca to get some love.

I can't imagine Slaanesh without HE. 

However, concerning the 3rd race... I have been on the team SvsHEvsDE for a long time. But I think we could get also VC or LM. Or even Bretonnia ?
