Yes but they should be tied to the HE Colonies, so to unlock certain  Routes certain Colonies have to be owned by a HE faction.

Caravans should be a more common feature and I even think they should come into play any time you trade with someone who doesn't share a border with you.

Yeah it needs to be gained instead of already be there, Love the sea caravan idea, it's been mentioned a lot. Also the Elf town idea in ports of other or allied factions
