My own take on that would be to tie such confederations to the Dedication mechanic, e.g

- dedicate to Khorne, you can confederate Skarbrand and Skulltaker

- dedicate to Nurgle, you can confederate Ku'gath and Epidemius

- dedicate to Tzeentch, you can confederate Kairos and Changeling,

- dedicate to Slaanesh, you can confederate N'Kari, Azazel and I expect Masque as the next FLC (Azazel should have Monogod Slaanesh from the start as a Daemon lord)

- dedicate to Undivided, you can confederate Be'Lakor 

This way each campaign would be very replayable with each potentially taken path, and give access to a reasonable amount of additional LLs without going overboard with the "Gonna catch them all" effect. Also would give Daemons of chaos a very "Daemonic" feel by only considering actual Daemons LL.
