Almost certainly not. Skeggi has no LL level character and when/if Norsca gets a DLC it will probably be Sayl. 

My hope is that IF ever we get Mortkin as a proper Norsca LL, CA will move Wulfrik to Skeggi. 

Back when Norsca was released as pre-order bonus for WH2 I hoped Wulfrik would be there and playable (or in the Albion).

Since he is seafarer it could be great dual start for him even in the IE map.

So I just checked for this, she's from an RPG book about Lustria from 2023. That's rather recent, so I can see her coming as an LL to TW: Warhammer III. Of course, we can argue about what's more important, but the fact that she is a recent character is increasing the likelihood of Skeggi coming.

Another loreblurb are norscan shieldwomen who joined their men in the raids. That could be "her" new unit. 

And if we stretch it a bit there could be valkiria melee/support hero.

Vampire Coast and Cathay didn’t have any TT characters except for Luthor Harkon so GW had to create stuff. 

Norsca has more than enough actual TT candidates for CA to use.

She was made by Cubicle 7 (another licensee who produces WFRP atm) not GW itself, so she absolutely would not have been made with TWW in mind

C7 did a Lustria book, needed someone to be in charge of Skeggi, so made someone up. She’s never been in anything published by GW itself. Lustria book itself even says the King of Skeggi often changes.

The dragon siblings in contrast were made by GW itself and will feature in TOW.

Cylostra is a better comparison, but she is an OC made by the designers of *this* game rather than one made by different 3rd party designers of another game.

There’s also plenty of LL options for Norsca that actually come from GW and a decent number that even had a TT presence without having to go mine products from a different licensee.

That’s the Norsca LL candidates we have from the TT. No need for RPG nobodies like Whodella.

And frankly, I think the odds of them getting 2 LL's is pretty good.

Either as the extra LL with the Norsca DLC or just as a random FLC LL.

Norsca needs a FLC LL, so there's no way it's gonna be added in the next DLC alongside Slaanesh.

Same could be said for the Vampire Counts.

That's part of it, yeah. It also seems like too big of an undertaking to take on in a DLC where Slaanesh also needs moderate to the lower end of high amounts of reworks.

I agree, I think Norsca vs. Cathay vs. LM/TK/Empire would be very fun, there's a lot they could do.
