Vanilla Minor settlements and Unit cap toggle for campaign

A combination of cost-based cap and rarity caps would be good. Something that resembles how the TT organizes armybuilding rules. This game series having no armybuilding rules and also such terrible economy balancing that resource management becomes a non-issue within 20 turns is a disgrace that removes any and all consideration from building armies and just encourages spamming elites.

Just to clarify that i want these additions as toggles, the community is very split in these descisions and this would only serve to appease both parties. More custom options is always better.

Dynamic potential option for increased difficulty would be sound, although if CA doesn't want ot that it is fine by me, I can full well use MCT to do that myself. So, some sort of cost reduction to build and upkeep armies, when the AI is fighting the player, as the campaign progresses.

Do you mind changing the title for campaign toggles, as a general suggestion please? there is a useful search bar in the forum now, so if anyone wants to make a new thread, they will see this. Like devs also.
