There are a couple of answers to this question:

1. Skaven v Dwarfs v Kislev - Call it the Gotrek & Felix reference. Thanquol vs whoever the new Kislevite is and say Bugman (even though he is not really aimed towards Skaven, but you don't want a nobody like Grim fighting Thanquol). Not only does it reflect the epic Skaven-Dwarf rivalry we have for some reason not seen yet, but it also harkens back to when Ulrika Magdova kicked Thanquol straight in his rat-nuts as part of the G&F saga (and another reason for why I think Ulrika should've been a Kislevite LL). This would be a combination suitable for a more extensive DLC-timeline.

2. Kislev v Skaven v Empire - Another version of the former, but focused more on the Skaven Wars and with no Dwarf participation (although that could be remedied in an extended DLC timeline that sees 2 DLCs for both Skaven and Dwarfs). This would probably be Kurt Helborg fighting Thanquol, in the stead of Emperor Mandred II.

3. Cathay v Skaven v Empire - This is a less loreful alternative suitable for a more stressed and short DLC timeline. Thanquol fights Monkey King and the Ulricans.

Skaven vs Empire vs Dark Elves. Thanquol is the chosen of his race. Tullaris is the chosen of Khaine. Valten the chosen of Sigmar.

Monkey King and Nagash are chosen of no one and the latter needs alot of work.

I would say Monkey King would work with Tullaris too, considering martial emphasis.

I'm going Bugman, because Skaven v Dwarfs should have happened already.

(Ideally, I'm going back in a time machine, putting Thanquol in the base game, and having Skrolk v Tennenhuin and Ikit v Thorek in game 2, freeing up Sniktch v Monkey King for game 3. That's the best thing to do with a time machine visit to the late 2010s, right?).

I have a strong feeling thorek vs throt was originally meant to be a dlc.

Not only Nagash vs Skaven is one of the biggest rivalries in the setting, Nagash also has personal rivalry with Thanquol's patron who will probably come as LH. That's the perfect match up for a DLC.

Yes, they do. There is always atleast one base game race that supports base-game-only owners, which is a stated ambition of CA's to provide for. No core race, no LP.

Which legendary lord from Kislev fits a theme? cathay doesn't fit here because the dragon are a collective of kings and no one is chosen between them. Monkey King isn't about that.

Its not big. Skaven plotted to overthrow Nagash and used Alkadizaar to do their bidding, stole his resources and that's pretty much it. Its as vague and irrelevant as the possible matchup of Norsca and High Elves.

And then there is the simple fact, that CA can't do a simple implementation of Nagash in this game.

The things that speak out to me, when I read about Thanquol is his cunning and the fact he is chosen by his god. So he can somehow fit the theme in a subtle way, but that would seem like a waste lol. The part that screams to me, is that he is chosen and I have no idea who a chosen herald of Kislev would be...Monkey King is just special, because the mythologic figure is special.
