First of all, why do you think the first picture's line is positive?
"You may speak your honeyed words..." is a line of distrust. At best you could describe that as neutral but I see it as coming from a hostile posture. Why would you ever say that to a friend or ally?
Second of all, what you're saying doesn't really fit with the voice lines in the rest of the game because if you have +100 relations with a faction, EVERY voice line they say is positive to the player.
Thirdly, it makes no sense at all for someone on high positive relations to have any hostile or neutral voicelines to the player!
So I don't buy it that it's intended and I question your honesty on this.
This is something that has been in the game a long time, possibly been fixed before but reverted, but it's definitely in the game now.
Even when in a military alliance with your faction with 100+ relations, Orion's voice lines are hostile to the player.
I was playing as Durthu and he called me traitor when I had over 50 relations with his faction.
ElichTV's recent Durthu campaign on Twitch/YouTube also shows this issue.
