Same problem with both the ice court and the orthodoxy (Ostankya campaign)

I started the campaign without any mods.
Step 2
At some point, I noticed that the Ice Court support didn't increase

Issue Description:
Even though I have been fighting numerous Ice Court enemies, dealing with Chaos (Dwarfs) and Skaven, my support level for the Ice Court does not increase. It is stuck at 100/100 and does not progress any further. In contrast, the Orthodoxy support levels are working fine, which makes the situation increasingly punishing.
Steps to Reproduce:
I started the campaign without any mods.
At some point, I noticed that the Ice Court support stopped increasing.
Later in the campaign, I loaded the save file with two mods enabled ("Infinite Respec" and "Auto-resolve Quest Battles"), but the issue had already occurred before using mods.
Expected Behavior:
The support level for the Ice Court should increase as I defeat enemies and progress in the campaign.
Additional Information:
I initially played the campaign without any mods.
The issue persists even after multiple battles and campaign progress.
In the attached save file, you can see that the support value is stuck at 100/100.
